Worthy of a post because it is surprisingly clever!
What you see is a urinal for men. It is designed in a way that let the user wash his hand after urinating but also channels the water for rinsing the urinal. By so doing, water is saved.
In Japan, this kind of system to save water is quite common and it is inbuilt with the toilet bowl set. But this one is something that probably costs way less!
