The sight of drowning is synonymous to water, that is being overwhelmed by water. It is even harsh literal because it ends up in the death of the person who drowned.
But I want to sight this prompt from the figurative point of view. You cannot only drown in water, there are other things that can drown you other than water.
I mean, life itself can drown you, and when life overwhelms you, it is a different ballgame. This is the reason why some people commit suicide today.
So, being drowned in your own issue is also an example of drowning without water being involved. The water can be a figure of speech for what is the source of the drowning.
