Among numerous unfinished/abandoned nuclear power stations, Philippines' Bataan Nuclear Power Plant is a particularly interesting example of budget appropriation on failed project (unless it was a scam to begin with): never operational, abandoned Bataan power station is responsible for "10% of the country's external debt".
Wholly subsidised government projects present unique opportunities for corruption, theft and money laundering, when approved contractors receive funding regardless of project completion while the entire nation bears burden of debt. Such spectacular opportunity to rob country's entire population is on par only with waging war.
